What is an Item Upgrader in Pokemon Go?

The item upgrade r adds a brand new widget to the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to see and purchase upgrades.
Boosts

The amount of upgrades you perform will determine the amount of extras you receive. Each upgrade boosts the additional benefits by a factor of one up to a maximum of three. Additionally, every upgrade will also boost the stat that is used to determine the main one by 1.
Some upgrades also give you an additional random boost in addition to stat boosts. These boosts can be useful and should be taken into consideration when deciding what items to upgrade. Some of these boosts are only useful in specific builds (such Whistan's shield, for FB sorcs) while others can bring an enormous amount of value to specific collectors.
Some items come with built-in boos which is less useful when upgraded. For example the Goldwrap offers an additional potion slots. These are usually upgraded to add more value to a near-perfect or perfect item.
Costs
Upgrades have a few associated costs. The most significant cost is the upgrade itself. This cost can be expensive and is contingent on the new ilvl of the item and the number of perks it gets. It can also be expensive to upgrade an item to a better tier (such as Explorer > Champion, or Veteran > Heroic).
The second is the cost of the materials required to upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists of Pandaria or Warlords of Draenor Quests. These materials can be found in the inventory of an Upgrade Vendor.

It takes time to upgrade an item. It can take up to 8 hours, depending on the size of the upgrade. The base stats of an upgraded item are calculated based upon its new ilvl as well as other properties. This calculation determines the new Armor Class bonus, damage dice, and other crucial stats. In some instances the upgrade will provide additional perks that can be selected from a list of available advantages.
In rare cases, the upgrade will replace only the most expensive benefits. Sometimes, the upgrader will make other changes to an item, such as changing the type of weapon damage or or removing an unwieldy or operative property. These modifications are based on an item's ilvl. They may also require special materials, like adamantine.
Success Rate
The upgrading of an item is based on chance. Like any random system, there is a possibility that it won't succeed. However there are some things that can increase the chance of success. This includes using an Upgrade Pity or the addition additional materials to your upgrade.
An Upgrade Pity is an item that you can purchase from the smithing NPC in Lost Ark. It increases the odds of an upgrade's success by an amount. This is similar to the luck bonus that certain items offer but is more stable. This can be added to any weapons or armor, and is used three times.
It is also possible to add a number of additional materials to the upgrade, increasing the chance of success. These are displayed in a separate window, above the + button. There are a few limitations. The maximum amount of material you can add is shown directly above the + button.
Another method to increase the odds of an upgrade achieving success is by using an item called a Blacksmith Blessing or an upgraded version of it. This item can be useful if your weapon or piece is close to or has reached the maximum level of its level. This item will allow you upgrade the equipment to the next level without the risk of breaking.
If an upgrade is unsuccessful it will be returned to its initial state. This is usually a downgrade, but could also be an upgrade. Save an upgrade until you are nearing the maximum level of an item.
There are many items in the Kafra shop that can be used to boost the likelihood of a successful upgrade. You can increase the chances of success by upgrading your equipment multiple times with HD Oridecon and HD Elunium. Failure Rate

You must have the proper number of cores to perform a normal upgrade. Once you have them then click the button next to the item you want to upgrade. The upgrade window will display a percentage indicator of your odds of success. The percentage is based on the upgrade level and nature of the item you have selected.
You can also choose a safeguard that will protect your product in the event of a failure. The cost of this protection will differ, but it will always be lower than the cost of a new item. The protection can only be used once for each upgrade and will not expire until it is used again.
